This was likely already considered, but is international pet shipping a backup option for the family, perhaps?
If so, and understanding the considerable expense (for a reputable service), perhaps a GoFundMe could be started?

I learned from posting this here and on the bird site that the latter is significantly suppressing #Ukraine content. Got nearly 10x the boosts here vs RTs there, despite a 5x larger audience. Honestly pretty messed up that the bird site is suppressing this kind of humanitarian content, though not surprising given Elon’s garbage politics.
@leigh Was reminded of the news of a cat reunited with a Ukrainian refugee family in the US last year by way of Moldova, Bucharest, Athens, and Montreal.
